State Training Advisory Council

Purposes and Activities of State Training Advisory Council

 

1. State Training Advisory Council (STAC) was established by Executive Order to be comprised of one representative from each of the departments of state government.

 
2. The purpose of STAC is policy advisory. To offer advice, counsel, and assistance on decisions affecting management training and development statewide.

 
3. STAC is the statewide training community's opportunity for input and involvement in policies that affect training and development.

 
4. Each representative to STAC is the spokesperson for his or her respective agency. The representative speaks to the department's position. The representative updates agency management on decisions and assists in the implementation in the agency.

5. Examples of statewide policy influence of STAC include:

  • Development of Management Training Rule (36.510 RSMo) (1CSR 20-6.010)
  • Statewide Policy guidelines for Employee Reward and Recognition Programs (COMAP Initiative)
  • Statewide Diversity Training Contract (COMAP Initiative)
  • Performance Management Initiative (COMAP Initiative)
  • New Employee Orientation Program Guidelines (COMAP Initiative)
  • Statewide Outplacement Services Contract (COMAP Initiative)
  • Comparability Recommendations Under Management Training Rule (36.510 RSMo) (1 CSR 20-6.010)

 

6. At the request of STAC representatives, the meetings have been closed to vendors and solicitors. No Solicitation Rules, as interpreted, prohibit outside vendors. We have limited other vendors in the past.

 
7. The Office of Administration, Division of Personnel has served as the administrative coordination for the State Training Advisory Council.
